It’s honestly amazing that they haven’t abandoned it like they did with Unity, Mir, and Ubuntu Touch.
Even though they act like a bank, PayPal is not a bank and is not subject to the same rules. When I was in college I sold something on eBay for $40, and didn’t instantly transfer that money to my bank account and PayPal just decided to take that $40 out of my account for themselves, and when I contacted them, they just said they aren’t a bank. PayPal is and always has been evil.
