update: my roomate gave me permission to enter his quarters and acquire the compressed air for usage. blew out both mice, both still had the same issues. for the victsing i think it might be a physical damage issue; the switch or whatever controlling the scroll wheel is broken. for the hp, it’s a piece of shit and likely a software issue i think.
