People who are tied down on train track are all suffering no matter which track they are on. And people inside the train will suffer after they kill someone on the track. And you as an AI are optimized for the minimum suffering so the only solution is to wait till front wheels have crossed then pull the leaver so everyone on both the tracks and train will die and no one will suffer further.
